DEFINITION OF A NOXIOUS WEED Noxious weeds are non-native <br /> plant species that have been introduced into an environment with few, if any, <br /> natural biological controls, giving them a distinct competitive advantage in <br /> crowding out native plant species. They have the ability to dominate to the <br /> extent that plant diversity and ecosystem integrity arp threatened., Noxious <br /> weeds ate aggressive, spread rapidly, possess a unique ability to reproduce <br /> profusely, and resist control. <br /> VI. FUNDLNG A Noxious Weed Fund,- was.initiated by vote of the Jackson <br /> County Commissioners in 1998. Seed monies.for the fund came via transfers <br /> from the County's General Fund and the Road and Bridge Fund. Funding <br /> does not come through a mil levy. Besides'the annual county contribution, <br /> additional revenues are procured yearly from other land stewardship agencies <br /> having a presence within the county. Grant'monies have been secured and <br /> will be sought as they become available. <br /> VH. CITIZENS ADVISORY WEED BOARD A local advisory board has been <br /> assembled to advise the local governing body,the Jackson County <br /> Commissioners in matters pertaining to weed management. The Board will <br /> have an elected Chairman and Secretary. Weed Board members will be <br /> composed of a majority of private landowners, each having at least forty aches <br /> within the unincorporated sections of the county. Weed board members will <br /> serve in one-year terms. Additional participants because of their interest, <br /> experience, or expertise will be utilized for the betterment of the program such <br /> as agency resource managers, and other local citizens. <br /> VIH. FACETS OF THE PROGRAM <br /> A Weed Education and Awareness Written and visual materials will be <br /> provided to the public to increase residents' ability to manage individual <br /> weed problems.-Colorado State University's Cooperative Extension <br /> Office in Jackson County will be instrumental in the educational facet of <br /> the project. Brenda Brown, Jackson County's Extension Agent continues <br /> to be a big asset to local weed management efforts. Products and services <br /> available for public use include: <br /> 1. Brochure highlighting identification, management and control of <br /> common local weeds. <br /> 2. Workshop—hands on training in weed ID, management and <br /> control including integration of the cultural,biological, <br /> mechanical, and chemical controls essential to an iriVegsated <br /> approach to weed management. <br /> 3.
