SUBJECT: Planning Review: Re. No Impact Technical Revision(Appendix A—Section 8.B)of
Cripple Creek and Victor Gold Mining(CCV)Permit No. M-1980-244-Mine Development Plan
(MDP)Amendment 10 for High Grade Mill Vat Leach Containment
The Teller County Planning Department has completed its review of the Department of Reclamation,
Mining and Safety(DRMS)required Technical Revision T( R)481 to demonstrate adequate containment
around the vat leach tanks at the High Grade Mill(HGM). Teller County has also reviewed the
clarification of existing containment around the HGM and the cleanout of secondary containment.
1. Teller County understands that the submitted TR#81 is required by the Colorado Department of
Reclamation, Mining, Safety(DRMS)due to an April 28,2016 inspection report. DRMS
observed that cyan idation Vat Leach Tank#1 of the HGM had been overtopped with process
slurry and splattered on an adjacent building. Corrective action was imposed,to include
enhancements and the development of the secondary containment clean-out schedule.
2. Teller County has reviewed the CC&V plan for primary, secondary and tertiary containment to
include figures 1-5. Teller County understands that the critical changes include:
• The circuit of six vat leach tanks has had the"upcomers"replaced with"downcomers"
consisting of a series of pipes which convey process slurry from one tank to another
directly to the base of the tank. The previous system using,"upcomers", moved the
slurry to the top of each tank.
• Secondary containment consisting of concrete curbing surrounding the vat leach tanks.
Any leaks or spills occurring on the secondary containment are designed to be collected
by a sump and recirculated to the vat leach tanks. The leach tank secondary containment
will hold 75%of the volume of each tank. In the event of an upset condition within the
vat leach tank circuit,the process slurry would be removed from the secondary
containment within seven(7)days of the event.
• Tertiary containment at the HGM consists of an 80 mil textured liner low-density
polyethylene(LLDPE)geo-membrane liner beneath the entire facility with a capacity of
16.8 million gallons.
