No Impact Technical Revision(Appendix A—Section 8.B)of <br /> Cripple Creek and Victor Gold Mining(CCV)Permit No. M-1980-244-Mine Development Plan <br /> (MDP)Amendment 10 for High Grade Mill Vat Leach Containment <br /> The Teller County Planning Department has completed its review of the Department of Reclamation, <br /> Mining and Safety(DRMS)required Technical Revision T( R)481 to demonstrate adequate containment <br /> around the vat leach tanks at the High Grade Mill(HGM). Teller County has also reviewed the <br /> clarification of existing containment around the HGM and the cleanout of secondary containment. <br /> 1. Teller County understands that the submitted TR#81 is required by the Colorado Department of <br /> Reclamation, Mining, Safety(DRMS)due to an April 28,2016 inspection report. DRMS <br /> observed that cyan idation Vat Leach Tank#1 of the HGM had been overtopped with process <br /> slurry and splattered on an adjacent building. Corrective action was imposed,to include <br /> enhancements and the development of the secondary containment clean-out schedule. <br /> 2. Teller County has reviewed the CC&V plan for primary, secondary and tertiary containment to <br /> include figures 1-5. Teller County understands that the critical changes include: <br /> • The circuit of six vat leach tanks has had the"upcomers"replaced with"downcomers" <br /> consisting of a series of pipes which convey process slurry from one tank to another <br /> directly to the base of the tank. The previous system using,"upcomers", moved the <br /> slurry to the top of each tank. <br /> • Secondary containment consisting of concrete curbing surrounding the vat leach tanks. <br /> Any leaks or spills occurring on the secondary containment are designed to be collected <br /> by a sump and recirculated to the vat leach tanks. The leach tank secondary containment <br /> will hold 75%of the volume of each tank. In the event of an upset condition within the <br /> vat leach tank circuit,the process slurry would be removed from the secondary <br /> containment within seven(7)days of the event. <br /> • Tertiary containment at the HGM consists of an 80 mil textured liner low-density <br /> polyethylene(LLDPE)geo-membrane liner beneath the entire facility with a capacity of <br /> 16.8 million gallons. <br />
