Venture will contract with a qualified firm to accomplish excavation and removal of the non-approved
materials from atop the liner system. The removal effort is anticipated to include transport and interim
placement of the material within a to-be-defined(onsite)area.
TASK 3
INSPECTION OF COMPOSITE LINER SYSTEM
Objective: To visually examine/assess the composite liner system for evidence of damage (if any) and to
ascertain the magnitude and extent of visually observable damage.
Timeline: Concurrent with or not later than 15 days after completion of Task 2.
Venture will contract with a qualified liner installation and repair firm to accomplish visual inspection and
supplemental evaluations (see also Comment No. 3, below) in order to identify all areas of damage or
potential compromise to liner system integrity. The inspection effort is anticipated to include identification
and demarcation of all impacted areas sufficient to establish a basis for assessment of the magnitude of
damage to the liner.
TASK 4
ALTERNATIVES EVALUATION
Objective: To identify and assess the various options that may be technically feasible to effectuate repair
and/or replacement; and, to assess the economic viability (e.g., cost effectiveness) and/or desirability of
repair versus replacement(or site closure).
Timeline: Concurrent with or not later than 30 days after completion of Task 3.
Venture anticipates conducting an internal analysis, in conjunction with input from the retained liner
installation and repair firm, to determine the optimal technical approach toward remediation of the liner
system; and, an evaluation of the economic viability of undertaking same. If it is determined that it is not
cost effective to restore the liner system to a re-certifiable EPF status, secondary options will be identified.
These options may include modification of the planned operational methods (via permit revision) and/or
possible implementation of the site closure plan(in part or full).
TASK 5
REPAHVRE-CERTIFICATION OR CLOSURE DETERMINATION
Objective: To complete necessary repairs and/or replacement in a manner approved by the Division and
such that the EPF facility is re-certified as such.
Timeline: Concurrent with or not later than 90 days after completion of Task 4.
Venture anticipates that the Task 5 component will be predicated on findings evolving from the Task 4
Alternatives Evaluation. It is Venture's preferred outcome that repair and re-certification of the EPF be
4
