At this juncture, we envision the scope of the TR-3 Removal Action Plan and <br /> Specifications to incorporate the following general approach, which will be further detailed once the <br /> specific removal action methodologies are determined: <br /> • Address proper management of any residual fluids(i.e.,free liquids)contained within the tailings <br /> disposal facility, to include sampling, characterization, and interim storage or disposition <br /> methodologies; <br /> • Address proper management of the gravity tailing materials contained within the tailing disposal <br /> facility,to include sampling,characterization,and interim storage or disposition methodologies; <br /> • Address preliminary hand-culling of large and/or angular rock and/or other deleterious materials, <br /> to occur prior to mechanized removal actions; <br /> • Provide a detailed description of the planned removal method, to include the establishment of a <br /> working platform; equipment specification,and the excavation process. <br /> [Note: At this juncture,Venture anticipates establishing a lower-level working surface comprised <br /> of clean fill material and hard-surfaced shielding; and, utilizing a combination of low ground <br /> pressure small equipment to push material downslope and long-reach excavator with smooth edge <br /> bucket to pull material downslope and load to dump truck for transport to a designated stockpile <br /> area within the approved area of disturbance]. <br /> • Conduct a visual inspection of the exposed liner system to identify observable damaged or <br /> impacted areas and assess repair or replacement potential and submit findings/recommendations <br /> to the Division for approval to proceed. <br /> • Carry out repair and/or replacement requirements, as necessary,and in accordance with Division- <br /> approved protocols. <br /> • Conduct independent third-party leak testing protocols on all repair/replacement areas. <br /> • Obtain re-certification of the EPF by a Colorado Registered Professional Engineer. <br /> TASK 2 <br /> REMOVAL OF POTENTIAL TOXIC OR ACID-FORMING MATERIALS <br /> Objective: To accomplish removal of the waste rock material that has been placed atop the composite liner <br /> system such that the exposed liner can be visually examined for evidence of damage (f any). <br /> Timeline: Within 90 days of receipt of Division's written approval of the TR-3 Removal Action Plan and <br /> Specifications (i.e., the defined performance guidelines and specifications that evolve from the Task 1 <br /> effort). <br /> 3 <br />
