July 28, 2016 C-1994-082/Yoast Mine JHB <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 0 <br /> <br /> Page 3 of 8 <br /> <br />Pond 14 was holding a pool of water but was not discharging. No problems were identified at Pond 14. <br /> <br />Pond 13 was holding water but not discharging. No problems were identified at Pond 13. <br /> <br />Pond 12 was discharging. The effluent was murky, though not muddy. There was a flush of aquatic plants in <br />Pond 12. Effluent measures 0.01 on flume. There was a coating of algae growing in the flume that needs to be <br />cleared out for accurate flow measurement. A patch of Canada thistle have established at the flume that need to be <br />treated. <br /> <br />Pond 12A was holding a pool of water, with discharge limited to a small trickle. Several rose bushes have rooted <br />in the emergency spillway of pond 12A. SP, LLC needs to cut the woody plants out of the spillway. Vegetation <br />has taken root within the trash rack at the primary riser of Pond 12A. SP, LLC needs to clear the vegetation out of <br />the trash rack at the riser. There is a patch of Whitetop at the bottom (north) of the embankment. This patch <br />should be treated next Spring, 2017. <br /> <br />Permanent drainage YPM-16 was holding up well, and did not require any maintenance activity. <br /> <br />Drainage YPM6-1 was looking good. Forbs other than alfalfa were drying out. Alfalfa was in full bloom. YPM <br />1-1 remains in good condition. <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br /> the roadside ditch alongside LU3A, adjacent to SP07-1 continues to down cut. Several well placed and <br />properly installed rock check dams could slow the flow velocity and retard continued downcutting of this ditch. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> The vegetation throughout the reclaimed site generally looked good. Occasional patches of Canada thistle <br />were encountered as well as occasional houndstongue. The inspector had run into the Weed contractor the <br />previous day. Yoast mine was scheduled to be treated for week control this week. <br /> <br />Seneca Property, LLC has not yet provided a copy of the 2016 Rill and Gully Report. This report needs to be <br />completed and submitted to the Division. This report is usually received by the Division in May. Please submit <br />the required report. <br /> <br />Seneca Property plans to conduct vegetation sampling for bond release purposes in August. Please keep the <br />Division apprised of the timing of the vegetation sampling. <br /> <br />
