Miranda Blomquist and Treanne of Seneac <br />Property, LLC accompanied the inspection. The weather was warm and partially cloudy. <br /> <br />The Yoast mine is a reclaimed surface mine. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Impoundments 4.05.6, 4.05.9: <br /> Pond 11 was holding a pool of water but was not discharging. The operator has removed the degraded <br />filter fabric that had been at the northwest end of the pond. The fabric had been piled up at the NW side of the <br />pond for years. Removal has left a small bare area. SP, LLC needs to spot seed this area to keep noxious weeds <br />from infesting this location. <br /> <br />Noxious weeds on the outslope of the Pond 11 embankment need to be treated in accordance with the weed <br />control plan as well. <br /> <br />Seneca Property, LLC needs to determine and implement final plans for the rip rap pile by the Pond 11 outfall <br />flume. <br /> <br />Pond 10 had numerous ducks and coots were swimming and feeding in the pond. Salt piles and bare patches <br />remain on the embankment. Several individual goat grass plants were observed on the embankment. Bare spots <br />on embankment and surrounding areas from weed control need permanent seed mix raked in as part of the weed <br />management plan. SP, LLC also needs to keep livestock (sheep) off the reseeded areas to allow the seed to <br />establish. No sheep were in the pond area during this inspection. Pond 10 was discharging 0.1 on the staff gauge. <br />Effluent was clear. Canada thistle have established around the replaced flume at pond 10. This patch needs weed <br />control. <br />
