Ms. Davis <br /> Page 4 <br /> August 10, 2016 <br /> 16. As required by Rule 6.4.5(2)(e), provide a plan or schedule indicating how and when <br /> reclamation will be implemented. Such plan or schedule shall not be tied to any specific date <br /> but shall be tied to implementation or completion of different stages or phases of <br /> reclamation. The plan shall include an estimate of the periods of time which will be required <br /> for the various stages or phases of reclamation. <br /> 17. The Reclamation Plan states the berm/ditch alignment will be established as grading of the <br /> Quarry Excavation Area nears completion. Please specify the Best Management Practices <br /> which will be used to restict sediment transport from the site during the grading project. <br /> 18. The Sedimentation and Pond Reclamation section of the Technical Revision states surface <br /> water shall be removed from the area prior to backfill activities. Does this mean the pond will <br /> be dewatered prior to backfilling? If so, specify where the water will be discharged to and <br /> specify if this activity is covered under a discharge permit. <br /> 19. The Revegetation section of the Technical Revision states the seed mix will be specified in <br /> cooperation with Boulder County Open Space. Please provide the specific seed mix which <br /> will be used to reclaim the site. The seed mix must be specified as pounds of pure live seed <br /> per acre. The Technical Revision also references the planting of wetland plugs and willow <br /> staking. Please identify the wetland plants which will be planted and specify the seeding rate <br /> or number of nursery stock to be planted per acre. Also, identify the area where wetland <br /> plants will be established on the Reclamation Plan Map. <br /> 20. The Reclamation Plan states appropriate measures shall be taken to ensure areas outside of <br /> the affected land are protected and the handling of refuse or hazardous materials are disposed <br /> of properly. Please clarify if there are any know hazardous materials on site. <br /> 21. The Reclamation Plan calls for placing riprap on the toe of any slope which extends into the <br /> floodway. Please clarify if the scour protection was designed for a particular flood event i.e. <br /> 10 year/24hour. Also, specify the size of the riprap to be used on the scour berm. <br /> 22. The Reclamation Plan calls for reducing the existing highwall to 1.51-1:1 V through drilling <br /> and blasting. In addition, the Reclamation Plan calls for backfilling portions of the reduced <br /> slope to 2H:IV, while other areas of the reduced slope will remain at 1.51-1:1 V and will <br /> receive a two foot cover of riprap talus. Please explain why 4.8 acres of the site will not be <br /> backfilled to 2H:IV. <br /> 23. The Reclamation Plan Map which depicts the final configuration of the highwall does not <br /> conform the requirement of Rule 6.2.1(2). The Reclamation Plan Map must identify and <br /> outline the entire permit boundary of the Lyons Quarry. Please revise the Reclamation Plan <br /> Map to include the permit boundary, one or more maps may be submitted for this purpose. <br />
