Impoundments - Rule 4.05.9 <br /> <br />The Division approves small impoundments for cattle and wildlife watering on future reclaimed <br />areas of the Collom site. These structures will not exceed three acre-feet in volume. <br /> <br />Other impoundments within the permit area are the approved sediment ponds discussed above. <br /> <br />G. Ground and Surface Water Monitoring - Rule 4.05.13 <br /> <br />The Division approves the monitoring plan submitted with the PR-04 application. The surface <br />and ground water monitoring plan for Collom (as well as other portions of Colowyo Mine) is <br />found in Section 4.05.13, Volume 15 and in Exhibit 26, Item 1 (Volume 20). Monitoring <br />includes discharges from sediment ponds that are permitted by the CDPHE Water Quality <br />Control Division (CDPS permit), in-stream monitoring and sampling of streams in the permit <br />and adjacent area, monitoring and sampling of alluvial wells, and monitoring and sampling of <br />wells in the Trout Creek Sandstone. <br /> <br />Five in-stream monitoring sites will be included in the water monitoring plan for the Collom <br />area: Upper Collom Gulch, Lower Collom Gulch, Lower Little Collom Gulch, West Fork Jubb <br />Creek, and the Confluence of Jubb Creek. <br /> <br />There are five alluvial monitoring wells associated with the Collom pit: MC-04-01 (Collom <br />Gulch, adjacent to the pit), MC-04-02 (Collom Gulch, downgradient from the pit), MLC (Little <br />Collom Gulch, downgradient from the pit and the temporary spoil pile), MJ-95-01 (West Fork <br />Jubb Creek, downgradient from the pit), and MJ-95-03 (Jubb Creek, downgradient of the <br />confluence of the East and West forks, and downgradient of the pit). The locations of all wells <br />are shown on Map 10B and detailed completion information is found in Exhibit 7, Item 21, <br />Appendix 5B and Exhibit 7, Item 21A. All five wells will be monitored quarterly for water level <br />and field water quality parameters, and annually for a full suite of laboratory parameters. <br /> <br />Three of the alluvial monitoring wells (MC-04-02, MLC-04-02 and MJ-95-01) are additionally <br />designated as points of compliance, in accordance with “The Basic Standards for Groundwater, <br />Regulation No. 41 (5 CCR 1002-41)” (Reg. 41). As an implementing agency of Reg. 41 it is the <br />responsibility of the Division to establish points of compliance, however the Division does not <br />have the authority to set water quality standards at those points; instead the applicable standards <br />must be determined from Reg. 41. In the case of the Colowyo Mine no site specific standards <br />have been set, according to “Site-specific Water Quality Classifications and Standards for <br />Groundwater, Regulation No. 42 (5 CCR 1002-42” (Reg. 42), therefore the interim narrative <br />standards from Reg. 41 will apply. <br /> <br />A deeper monitoring well will be drilled north to northeast of the middle of the northern edge of
