No new Light Use roads are proposed for the Collom <br />Expansion. <br /> <br />D. In-Pit Haul Roads. As presented in Rule 1.04(111), the definition of "road" does not include <br />roadways within the immediate mining pit area. This includes the haul roads in the Collom Pit. <br /> <br /> <br />II. Support Facilities - Rule 4.04 <br /> <br />Information on mine support facilities is found in Section 4.04 of the PAP. The Division finds <br />that support facilities are designed, constructed, and maintained, and their planned demolition <br />and (area) reclamation are sufficient to: <br /> Prevent damage to fish, wildlife, and related environmental damages and prevent <br />additional contributions of suspended solids to streamflow or runoff outside the permit <br />area [Rule 4.04(1)]. <br /> Control and minimize diminution or degradation of water quality and quantity [Rule <br />4.04(2)]. <br /> Control and minimize erosion and siltation [Rule 4.04(3)]. <br /> Control and minimize air pollution [Rule 4.04(4)]. <br /> Prevent damage to public or private property [Rule 4.04(5)]. <br /> Minimize damage, destruction, or disruption of services provided by wells (oil, gas, <br />water); pipelines (water, wastewater, oil, gas, and coal slurry); railroads; electric lines; <br />and telephone lines that pass over, under, or through the permit area. Exceptions must be <br />approved by the owner of those facilities and the Division [Rule 4.04(6)]. <br /> <br />Support facilities proposed with the submittal and approval of PR-04 include utility lines and <br />water lines across the Collom area. Collom facilities also include a crusher and coal stockpile <br />area, a blasting magazine and shop, an office, a warehouse, a welding shop, a maintenance shop, <br />and an assay lab. These will be located in T4N, R94W Section 36 (shown on Map 22B). <br />Facilities in Section 35 (T4N, R94W) include a fuel storage area and water tanks. The Collom <br />operation will continue to use the coal stockpile and secondary crusher at the Gossard Loadout <br />(as well as the loadout itself). <br /> <br /> <br />III. Hydrologic Balance - Rule 4.05 <br /> <br />The Permit is found to be in compliance with the requirements of Rule 4.05. <br /> <br />A. Water Quality Standards and Effluent Limitations - Rule 4.05.2
