[In compliance with Rule 2.07.6(2)(o).] <br /> <br /> <br /> <br />Section B - Findings and Specific Approvals Required by Rule 4 <br /> <br />I. Roads - Rule 4.03 <br /> <br />The roads in the Collom permit expansion area have been found to be in compliance with the <br />requirements of Rule 4.03. Five primary roads have been designed for the Collom area: the main <br />Collom Haul Road, which connects the mine and facilities to the Gossard Loadout; two other <br />haul roads between the Collom Pit and the temporary excess spoil pile; and two access roads to <br />the sediment ponds (the east side access road also has spurs to some of the ponds). Information <br />on roads is presented in Volume 15 in Section 2.05.3 and Section 4.03. <br /> <br />A. Haul Roads - Rule 4.03.1. The main Collom Haul Road will run approximately six miles <br />southwestward from the Gossard Loadout to the proposed facilities area, as shown on Map 25E <br />Sheet 1. This road will be 100 feet in width; a 24-foot-wide portion on the southern edge of the <br />road will be paved with asphalt. The remainder will be surfaced with gravel to accommodate <br />haul trucks delivering coal to the loadout. The two other haul roads (East and West) connect the <br />Collom Pit with the Temporary Fill Stockpile. Maps 25D and 25E (Sheets 1 – 9) depict the haul <br />roads servicing the Collom area. These roads will be 120 feet wide, and surfaced with crushed <br />rock. The East Haul Road will also be used by coal haul trucks to gain access to the main <br />Collom Haul Road. All haul roads meet the design and construction requirements of the haul <br />road regulations. <br /> <br />B. Access Roads - Rule 4.03.2. Access roads, which provide maintenance access to the Section <br />25 Pond, Middle Pond, Section 36 Pond, and Section 26 Pond, are shown on the figures in <br />Exhibit 7, Item 23, Part D (Volume 18). The roads are each several thousand feet in length, with <br />a width of 12 feet. <br />
