<br /> <br /> <br /> <br />PR-04, Colowyo Coal Mine C1981-019 28 August 2016 <br /> <br />of the 180-day or four-spoil-ridges requirement. In addition, the Division has granted this <br />variance for the Collom area. <br /> <br />One large temporary spoil stockpile has been proposed for development of the Collom Pit. This <br />spoil pile is described in detail in Volume 15 (Section 2.05.3 and Section 4.09). The feature is <br />depicted on Maps 23B (Mine Plan), 29B (Spoil Grading), and 29C (Temporary Spoil Pile <br />Design). Volume 20, Exhibit 23, Items 1 and 2 provide the geotechnical report for the temporary <br />pile. The current mine plan projects that the volume of the pile will be 168 million cubic yards; a <br />large portion of this will be constructed during the initial years of mining at Collom. The spoil <br />will be used in the final two years of grading (2032-2033) to backfill the southern end of the <br />Collom Pit and restore the area to AOC. <br /> <br />Topsoil <br /> <br />Topsoil performance standards are found in Section 4.06 of the PAP (Volume 15 for Collom <br />expansion). Variable topsoil depth replacement will be conducted in reclamation of the Collom <br />permit expansion area as shown on Map 28C. On ridge tops and other slopes less than 10 <br />percent approximately four inches of topsoil will be replaced to facilitate establishment of a <br />Sagebrush Steppe plant community. On slopes greater than 10 percent, a grassland community <br />will be established and topsoil replacement depths will vary from six inches at the interface with <br />the Sagebrush Steppe community area to 36 inches or more at the bottom of the slope, with no <br />topsoil replaced in the channel bottom. <br /> <br /> <br />Revegetation <br /> <br />Native and introduced forbs and grasses will be drill seeded or, on steep slopes, broadcast <br />seeded. Ridge tops and slopes less than 10 percent will be seeded with the Sagebrush Steppe <br />seed mix (Volume 15, Table 2.05-9). Slopes steeper than 10 percent and drainage bottoms will <br />be planted with the Grassland seed mix (Volume 15 Table 2.05-7). Shrubs and tree species will <br />be seeded, planted as bare root or containerized stock, or live planted. Revegetation efforts will <br />be monitored to determine vegetative success as described in Section 4.15 of the PAP. Mulching <br />is not in general use. <br />
