<br /> <br /> <br /> <br />PR-04, Colowyo Coal Mine C1981-019 26 August 2016 <br /> <br />Blasting <br /> <br />Blasting fractures overburden and interburden. The rubble overburden from the top three to four <br />seams in the advancing edges of the Collom Pit will be removed by truck-and-shovel operations. <br />Cast blasting (with explosives) and back casting with draglines are used for the removal of <br />rubble overburden above the lower seams in the Collom Pit. These are the same methods <br />employed at the West Pit and South Taylor Pit. <br /> <br />Coal Production <br /> <br />Extraction of coal is projected to continue until the year 2031. Production in any one year over <br />the next 5 years is not expected to exceed 9 million tons (per the Colorado Department of Public <br />Health and Environment (CDPHE) Construction Permit 95MF1040 for the existing operation, <br />Exhibit 8 in PAP). Coal production from the Collom Pit is expected to start from approximately <br />1.4 million tons in 2016, ramp up to approximately 5 million tons in 2021, and remain fairly <br />constant thereafter. <br /> <br />Recovered coal will be trucked to a primary crusher in the Collom facilities area to the east of the <br />temporary stockpile (Section 36 on Map 22B). From there, coal will be trucked to a secondary <br />crusher and coal stockpile located at the existing Gossard Loadout. It will then be shipped to <br />customers by rail. <br /> <br />Disposal of Wastes <br /> <br />There is no washing of coal product at the site. <br /> <br />Non-coal solid wastes are placed in designated zones during backfill operations. This waste <br />shall be placed off the bottom of pits and above the anticipated groundwater level, with a <br />minimum cover of twenty-five feet of overburden material. (See Section 4.11.4 of the PAP.) <br /> <br />Recoverable oil, grease, and other lubricants are stored and shipped to recycle facilities. <br /> <br />Sanitary wastes are disposed of in septic tanks, leach fields and evaporative ponds. <br /> <br />Water Rights and Usage <br /> <br />Per Section 2.04.7 of the Colowyo PAP, water consumed for the Collom operation will be within <br />water rights held by CCC, and will be done in accordance with requirements of the Colorado <br />State Engineer’s Office. <br /> <br />
