The water is used by area farmers as well as the
St. Charles Mesa Water District. The Board of Directors is justifiably concerned
over maintaining the quality of the water as it passes through the Ditch to its
ultimate users, insuring that all available water is transported through the Ditch
unimpeded, and insuring the continued structural viability of the Ditch itself.
Accordingly, the Board respectfully requests that each of you carefully
evaluate the application and monitor the actual operation of the gravel extraction
and transportation with speck attention to the haul route in the vicinity of the
Ditch and where the haul route actually does cross the Ditch, to insure as much
as is reasonably possible that no harm comes to the Ditch or the delivery of the
water in the Ditch as a result of any truck accident, any gravel spill, or any other
