One of the neighboring landowners <br />was interested in using some of the salvageable wood. Some of the rail iron was stored on the property as well. <br />The contractor said that the metal, weathered ties, and rock ballast will be hauled and disposed of off-site. <br />Compressed gas tanks were stored on the work area as well. 2 oxygen tanks and 2 propane tanks for cutting metal <br />were secured on site. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The Rail loop pond was dry and well vegetated. <br />The truck loop pond was holding a shallow pool of water well below the primary riser. Cattails are establishing in <br />the pond. <br />Dry creek was flowing though very low flow. <br />The Division is concerned as demolition work progresses near the banks of Dry Creek. Temporary sediment <br />control measures need to be installed adjacent to Dry creek in the localized work area. Jerry asked if staking <br />wattles upslope from the creek would be acceptable to control erosion during this demolition project. The <br />Division concurred that would be suitable in this situation. HGT needs to properly install temporary erosion <br />control measures prior to the demolition work reaching the proximity of Dry Creek. <br />ROADS — Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Tie across haul road is in good condition. Additional gravel has been laid down and graded on the west <br />end of the TAHR. Dust suppression (oil?) has been sprayed on the west end of the road as well. Jerry stated that <br />he continues to work with Routt County regarding transferring the TAHR to the County. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Vegetation of the reclaimed areas of the load out area is in good condition and appears healthy. The area <br />has been dry with little measurable precipitation recently. Forbs on the reclaimed vegetation are drying up. The <br />vegetation looks stable with very few noxious weeds present. The inspector encountered HGT's weed spraying <br />contractor, Dennis Bougay. Mr. Bougay said that it was too late to spray for Whitetop, which the Division <br />concurred.
