No HGT personnel were on the site at the <br />time of inspection. HGT has contractors on site conducting demolition of the rail line. The weather was cloudy <br />with a thunderstorm moving in during the inspection. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />During the inspection a quick thunderstorm blew into the area. Recently disturbed areas adjacent to the <br />rail line where the demolition work is occurring was subject to blowing dust. The disturbance consists of surface <br />travel of equipment along the east side of the rail bed, and a lay down and storage area east of the rail line and <br />Routt County road No. 37. The soil appears to be very fine grained. Strong winds produced a dust cloud that <br />obscured visibility on RCR #37 for a brief time. Soil stabilization measures are needed on the fresh disturbance <br />areas. Water spray or another means to address dust suppression is needed. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />HGT is in the process or removing the rail, ties, spikes and other metal components of the rail, and the <br />rock ballast. Demolition began where RCR #37 crosses the rail line on the east side of the rail loop area. The <br />inspector spoke with one of the contractors running the bobcat. He said they had been working for two weeks. <br />That had progressed approximately 3000 feet to the south of the road crossing, (Exhibit 12-1 used for estimate). <br />Access to the laydown and storage area was through an existing road way off the county road. <br />During the inspection, a grazing leaseholder for the area east of the rail line and west of RCR # 37 stopped by. <br />Mrs. Linda Sines (unsure of proper spelling) wanted to be assured that the fences would be reinstalled once work <br />is complete. She requested updates on time frame of work in order to know when she could utilize her lease. I <br />provided Mrs. Sines with Jerry Nettleton's phone number, as well as the Division's phone number, and my contact <br />information.
