heavy rain producing over 4 inches of rain in that area. Olsen was the only means of <br />travel to reach Avondale as both HI way 50 east and HI way 50 Bypass were impassable. <br />The PRFD also has to deal with hazard mitigation as stated above. The Pueblo County <br />Emergency Response Program has issues with this area specifically this area and HI way <br />50 east. The Pueblo County Roads and Bridges can confirm what happens when natural <br />disaster strikes this area, making it impassable. What will happen to the large amount of <br />water that drains now in the area, will it wash out a major irrigation ditch (Bessemer <br />Ditch) and flood the area north of Olsen Road all the way to Avondale? What about the <br />large amount of mud that is left on Olsen road making it impassable for days.? l inch of <br />rain on l acre will produce around 28,000 gallons of water. Is there a drainage study that <br />supports the mining in this area? And a traffic study for the proposed number of trucks <br />entering and exiting the Proposed roadway. The final concern is the proposed roadway. <br />Will it be paved? This could have an impact on the ability of the PRFD to respond to <br />Emergency situations.
