9.7 Schedule <br /> Work pursuant to this plan will commence within 12 months of approval by CDPHE, as <br /> required by statute(CRS 25-16.306(4)(a)), assuming that the property transaction <br /> between B&B Mines, Inc. and the Buyers is completed and the Buyers are the property <br /> owners. We anticipate that construction work can be completed in one field season. <br /> 9.8 Completion Report <br /> A completion report will be submitted to CDPHE after all remediation work at the site is <br /> finished. The completion report will contain the following elements: <br /> 1. A narrative description of the work performed for each element of the approved <br /> VCUP work plan; <br /> 2. Engineering analyses for the Swan River diversion channel and check dam; <br /> 3. Calculations supporting channel slope, depth, and shape parameters for the re- <br /> routed adit-discharge conveyance; <br /> 4, Survey data and calculations to demonstrate compliance with slope and gradient <br /> criteria for covers, the adit conveyance,and the Swan River diversion; <br /> 5. Construction quality-assurance data, such as compaction and grading reports, to <br /> verify compliance with engineering specifications; <br /> 6. Photographs and measurements documenting the placement of rock covers on <br /> the stream-side and intermixed tailings; <br /> 7. Photographs, measurements, and initial inspection results for the vegetative <br /> cover and constructed wetlands; and <br /> 8. Analytical results from surface-water samples documenting continued <br /> compliance with water-quality standards in the Swan River. <br /> The completion report will be submitted within 45 days after completion of the first <br /> annual inspection of the vegetative cover and constructed wetlands. This should occur <br /> in the first field season following completion of construction. The completion report will <br /> be prepared by a qualified environmental professional and submitted within 24 months of <br /> approval of this work plan unless an extension is sought by the Buyers and granted by <br /> CDPHE. An extension may be required to incorporate data from additional annual <br /> monitoring events for the constructed wetlands and vegetative covers. It is intended that <br /> the completion report shall serve as certification of completion of the dean-up plan as <br /> required by CRS 25-16.306(5)(a). <br /> 9.9 Ongoing Inspection and Maintenance <br /> No active remediation elements requiring equipment operation are included in this work <br /> plan. An annual program of inspection and maintenance vdil be implemented to ensure <br /> the long-term effectiveness of the remediation. The following elements will be included <br /> in the ongoing annual inspections: <br /> 1. Physical integrity of rock and vegetative covers; <br /> 2. Weed invasion of the vegetative cover; <br /> 3. Competence and capacity of the adit-discharge conveyance; and <br /> 4.
