4.2.2 Preparation of Application <br /> This application was prepared and submitted to CDPHE by the Buyers with assistance <br /> from Laramide Environmental, LLC (Laramide). Mr.Brian Lorch of Summit County Open <br /> Space and Trails supervised the preparation of this document. Mr.Lorch is a Senior <br /> Resource Specialist with the Summit County Open Space and Trails Department. He is <br /> a qualified environmental professional with 6 years of experience performing and <br /> overseeing site assessment,restoration,and improvement activities. Mr. Lorch's <br /> qualifications are presented in Attachment A <br /> Laramide is a small Colorado company formed in 2001 and focused on environmental <br /> assessment and remediation projects. Laramide assisted the Buyers with the <br /> preparation of this application under contract to B&B Mines, Inc.,the current property <br /> owner. Mr.Walter Weinig,principal hydrogeoiogist of Laramide, has over 15 years of <br /> experience in environmental assessment and remediation projects at sites across the <br /> country including abandoned mine sites. He is a listed environmental scientist in <br /> Colorado and a registered professional geologist in 3 states. Mr. Weinig has worked at <br /> the IXURoyal Tiger site previously while employed by ABC. Laramide's Statement of <br /> Qualifications is included in Attachment A. <br /> 4.2.3 Performance of Remediation <br /> The contractor to perform the remediation tasks outlined in this document has not yet <br /> been selected, We anticipate that the project will go out to competitive bid in compliance <br /> with the Buyers procurement procedures. The selection criteria will include a <br /> requirement that the work be performed by a company with appropriate qualifications <br /> and experience in remediation activities at sites such as the IXURoyal Tiger. Mr.Lorch <br /> of the Summit County Open Space and Traits Department will oversee the selection of <br /> contractors and the performance of the work to ensure that the project is completed in <br /> conformance with the plans outlined in this document and all relevant regulations <br /> governing the VCUP program. <br /> 5. SITE HISTORY <br /> Information regarding the history of the IXURoyal Tiger site is drawn from CDPHE <br /> (2002). Citations to the underlying primary references are provided as they are shown in <br /> CDPHE(2002). A complete copy of CDPHE(2002)is included as Attachment B to this <br /> document. <br /> Work began at the IXURoyal Tiger mine in 1881 with the excavation of two tunnels that <br /> constituted the IXL mine workings. An upper tunnel entered the hill slope approximately <br /> 300 feet above the Swan River flood plain. The upper tunnel collapsed some time after <br /> 1898. The second tunnel was constructed approximately 200 feet lower on the hill <br /> slope. A mill was constructed on the site in 1883 and shipped concentrates until 1898, <br /> when mill operations ended. By 1911 reports indicated that the mill had fallen into ruins <br /> and the upper tunnel had collapsed.(Ransorne, 1911) 3 <br /> In 1935,T.S.Lovering reported that Royal Tiger Mines had aspirations of further site <br /> development through the construction of a 5,000-ion mil for large-scale production of <br /> the ore body. Lovering stated that until 1930, little ore had been produced although <br /> several properties had been explored and large sums of money had been expended on <br /> the construction of the Royal Tiger mill(Lovering, 1935).
