However, <br /> due to habitat limitations associated with the elevation of the site, and limitations caused by the adit <br /> discharge, it is likely that the species diversity in the created wetlands will be very limited. For this <br /> reason, the vegetation goal of this portion of the project is stated in terms of obtaining 70% or more <br /> aerial coverage of vegetation, rather than specific species diversity. <br /> 9.6.3 Divert Swan River flows upstream of the site to the north channel of the Swan River <br /> Paragraph 1: As stated above,we concur that survey information is necessary for design of this portion <br /> of the reclamation and will contract for 2-foot contour interval survey of the necessary portions of the <br /> project area. <br /> Paragraph 2: Although the channel design specifics are not included due to the conceptual nature of <br /> this application and the Targeted Brownfields Assessment, this diversion channel will be engineered to <br /> ensure that the stream does not flood the "south channel." Engineering of this diversion will include an <br /> evaluation of the historic discharge associated with this side channel. This diversion channel will be <br /> designed to pass the anticipated discharge associated with this side channel, as determined by evaluation <br /> of on-the-ground evidence of flooding, rather than a design flow for the Swan drainage as a whole. <br /> 9.6.4 Improve the Fine-grained Tailings Cover below the former mill area <br /> Paragraph 1: The Town and County will consult with representatives of the Natural Resource <br /> Conservation Service (NRCS) in the interest of achieving the goal of 70 % vegetative coverage of the <br /> cap. Initial discussions with NRCS personnel indicate that they have had good reclamation success at <br /> this elevation with a mixture of roughly equal parts of smooth brome, western wheat grass, and sheep <br /> fescue. As part of the reclamation, the imported soil will be analyzed to determine whether soil <br /> amendments are suggested. A legume or other amendments will be included in the soil if a review of <br /> the soil analysis indicates that this would be recommended to meet the vegetation goal. <br /> Paragraph 2: We appreciate your recommendation, and are willing to extend the time frame for <br /> evaluation of the long-term viability of the vegetative cover to 5 years. <br /> Once again, thank you for your prompt review and approval of this Vcup application. As you are aware, <br /> an approved Vcup plan for reclamation of this site is a condition of the County and Town's ability to <br /> enter into ownership of this site. However, it is our intent to continue to work with you and other <br /> CDPHE personnel during further planning and implementation to insure this project efficiently meets <br /> your agency's goals.
