M-1993-035). Technical Revision 02 (TR02) to the Swan River Resource that <br /> was approved by Eric Scott, Minerals Regulatory Program Environmental Protection Specialist on April 7, 2016 <br /> allows for a final reclamation condition of a naturally restored valley corridor containing a naturalized stream <br /> channel, riparian area, and uplands. This TR request seeks to maintain the approved reclamation plan, but with <br /> some revisions based on unforeseen conditions encountered onsite. <br /> Existing Conditions within the Permit Boundary <br /> Much of the site comprising the Swan River Resource was heavily impacted by dredge boat mining in the early <br /> 1900's, which left the valley bottom virtually devoid of any natural resource function or value. Dredging was <br /> completed to an unknown depth (estimated to at least 30 feet) throughout the Swan River Valley as well as the <br /> nearby Blue River Valley. Dredge spoils remaining within the permit boundary typically consisting of cobble sized <br /> materials left in piles that extend approximately 25 feet above the surrounding valley floor. Historic dredge <br /> mining activities left the Swan River Resource and upper valley generally devoid of natural vegetation and <br /> ecological function as a result of past mining activities. Sporadic pockets of shrubs or young trees may exist near <br /> the existing Swan River channel or where groundwater surfaces. <br /> The Swan River Resource coincides with a portion of the IXL/Royal Tiger Mine and Mill cleanup sites where <br /> remediation activities implemented in 2006 aimed to remediate exposed onsite tailings piles pursuant to the <br /> Colorado Voluntary Clean-up Act and an associated consent decree developed during a land transfer between <br /> the previous mine owners and Summit County. During this Voluntary Cleanup, areas of mine waste were <br /> identified, characterized, and remediated in accordance with the Voluntary Clean-up Plan (VCUP). Tailings piles <br /> identified along the periphery of the stream restoration area were characterized and capped under a two foot <br /> thick vegetated soil cap. Refer to the attached Voluntary Clean-up Plan — IXL/Royal Tiger Mine and Mill Site, <br /> approved October 27, 2004, for a detailed discussion of previous environmental site investigations, analyses, and <br /> remediation activities. <br />
