July 21, 2016 C-2009-087/Peabody Sage Creek Mine JLE <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 1 <br /> <br /> Page 5 of 8 <br /> <br /> <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> The mine is currently idle and the portals are sealed. At the time of the inspection, PSCM was hauling <br />coal that was mined prior to when the mine was shut down from the site to the Foidel Creek Mine facilities with a <br />truck and loader crew. At the time of the inspection the coal that was stored on the lower coal stockpile north of <br />the portals was being transported. The coal stored on the upper bench has not been affected. <br /> <br />OTHER (SPECIFY): <br /> The following maintenance items were noted in previous Division inspections. Below is a discussion of <br />each of the maintenance items and their status: <br /> PSCM will need to submit an MR to update permit section 2.03.11 of the permit to identify where <br />a public copy of the permit is located. <br />i. The sale between Bowie Resources and Peabody Energy did not go through so the <br />revision (MR28) that would have updated this along with the other ownership and control <br />information was withdrawn. Jerry Nettleton indicated that he would prepare another <br />revision to address this issue. <br /> Smart ditches have been installed in drainages FA-D5 and FA-D6. The Division has observed <br />some undercutting of these ditches and/or animals have burrowed under the ditches near the <br />northwest end of the ditches. <br />i. These ditches were observed during this inspection. The problem had not gotten worse, <br />nor has it been addressed. However, PSCM is considering removing these smart ditches <br />and changing their design. The Division believe this is a good course of action, any <br />change in the design will need to be processed as a revision to the permit. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> The former Seneca II Mine reclaimed areas were observed. These areas are well vegetated. Some <br />noxious weeds were observed. According to Mr. Watterson, PSCM has hired a contractor to spray weeds at the <br />site in the near future. <br /> <br />REVEGETATION – Rule 4.15 <br />Vegetative Cover; Timing: <br /> The former solid waste disposal area was observed. The area is well vegetated with dense perennial <br />vegetation established. One small area on the northeast end of the former pile has sparser vegetation established. <br />Minor rilling has been observed in this area in the past. PSCM has installed straw waddles in this area and the <br />vegetation is better established. Please continue to monitor this area. Some Canada thistle was observed that <br />should be treated. <br /> <br />SUBSIDENCE – Rule 4.20: <br /> The operation is currently idle and subsidence monitoring is not required at this time.
