Box 1886 ■ Woodland Park, Colorado 80866 ■ (719) 687-3048 ■ FAX (719) 687-5256
July 25, 2016
Mr.Tim Cazier, P.E
Colorado Department of Natural Resources
Division of Reclamation, Mining, and Safety
Office of Mined Land Reclamation
1313 Sherman Street, Room 215
Denver, Colorado 80203
Re: Planning RevieV: No Impact Technical Revision (Appendix A—Section 8.13) of Cripple Creek and
Victor Gold Mining (CCV) Permit No,M-1980-244-Mine Development Plan (MDP)Amendment 10 for
installation of two High Grade Mill Solution Infiltration Wells.
1. The Teller County Planning Department has completed its review of the Department of
Reclamation, Mining and Safety(DRMS) required Technical Revision (TR#79)to pump solution
from the High Grade Mill (HGM)to infiltration wells in the Arequa Gulch Valley Leach Facility
(AGVLF). Staff understands that as the HGM has undergone commissioning, that it has been
necessary to refine the original prediction of the volume of the high pH water and that CC&V is
now proposing a deep injection rather than surface drip system as originally proposed.
2. Teller County understands that Mill Fluids that cannot be recycled back into the milling process
will be pumped via a 4-inch HDPE pipe to one of two infiltration wells as depicted in the
providing figure 1 and Drawing 30-647-501. Further, both the pipeline and the infiltration wells
are located inside the existing facilities area (HGM footprint and AGVLF) and that both the
facilities and the land are wholly owned by CC&V.
3. Teller County requests that DRMS inform the Colorado Division of Water Resources of TR-79
activity as it relates to the mill fluids being pumped into the two wells for any possible impacts
to Teller County aquafers or potential impacts to the water supply the nearby cities of Victor,
Goldfield and Cripple Creek.
