respective Safety Data Sheets (SDS). Fire proof cabinets will be located on site to house
materials that are highly flammable.
Controlling Authority—
There are multiple controlling authorities for hazardous material management on a quarry
site. They are as follows:
• Mine Safety and Health Administration(MSHA), Title 30 CFR Part 56
Section 44: Flammable and Combustible Liquids and Gases
• Colorado Department of Public Health and Environment(CDPHE), Title 40
CFR: Protection of the Environment
• State Division of Oil and Public Safety(OPS)
Containment Structures—
s
The purpose of each containment structure is to act as a catch basin where each of the
aboveground tanks or drums sits. This will prevent petroleum products from coming in
contact with the ground, should the tank develop a leak or rupture. Typically these are
made of concrete with a poured slab under the tanks and surrounded with concrete walls
or curbs. Each containment structure listed above will be large enough to hold the entire
volume of fluid that is stored in the tanks or drums in each containment area with an
additional capacity of 15% as a factor of safety. Different styles of containment structures
will be utilized based on the volume of the tanks inside. Hazardous Materials will be
stored according to details on their SDS sheets with all precautions taken to keep
materials contained and separated to prevent any potential reactions. Appropriate spill
kits will be available where hazardous materials are stored with an extra kit available in
the Maintenance Shop.
As production increases so will the required volume of fluids onsite that need to be kept
in containment. Throughout the construction and development phase, different styles of
containment will be used. Each containment structure will be selected and used in
accordance with regulations set forth in Title 40 CFR Part 112 and Title 30 CFR Part 56.
Inspections—
Hitch Rack Ranch Quarry Personnel will be required to complete daily walk around
inspections on all mining equipment. They will be looking for non-functioning
components of the equipment and any fluids lines that are leaking or have the near
potential to leak. These defects will be reported to maintenance personnel and
preparations will be made to repair or replace the defects. To help prevent breakdowns,
routine service and maintenance on the equipment will be performed inside the
maintenance shop. Breakdown and other maintenance may be performed away from the
maintenance shop in outside areas if necessary or if the equipment is unable to function
in a way necessary to get it to the maintenance shop. For maintenance work needing to be
done away from the maintenance shop either a Hitch Rack Ranch Quarry mobile service
