Exhibit E-1 <br />Mine Permit No.: M-1985-038 <br />Reclamation Plan (Supplemental Information) <br />As of May 4, 2016 there remains 1.65 acres to be reclaimed at the Rifle Quarry. To date, the remaining <br />acreage has been backfilled, sloped, leveled, and graded as specified in Exhibit E of the approved 1985 <br />Reclamation Plan. The 1985 Reclamation Plan (Exhibit E), along with the updated Rifle Quarry <br />Reclamation Map, are attached for reference. <br />No appreciable amount of topsoil and woody vegetation is present at the site. Pete Lien & Sons, Inc. <br />(PLS) will bring in and apply alternative growth media and mulching material at a depth of two to four <br />inches to establish a satisfactory bed for seeding. One or more of the following will be applied: <br />• Fish Emulsion Solids (Rifle Falls Fish Hatchery Approved & Supplied) <br />• Spent Grain Solids <br />• Spent Potato Mash Solids <br />• Mulch <br />• Topsoil <br />The top three growth medias exhibit the physical characteristics and nutrient profile, which would be <br />amendable as a mulch, soil substrate, and/or supplemental fertilizer in the rocky limestone soil. Please <br />refer to the enclosed laboratory analysis. Once the growth media is distributed at the specified depth, <br />PLS will rip/scarify (where needed) the material into the existing limestone rock/soil surface to reduce <br />material transport. <br />The pollinator friendly seed mixture for revegetation will follow BLM's recommended seed mix. See <br />attached BLM Seed Mix recommendations. Drilling is not practical in the mostly rock subgrade, thus <br />seeding will be broadcast. Irrigation cannot be considered as no water exists in the immediate area. <br />BLM has requested using root stock if initial seeding is not successful. PLS proposes to incorporate Utah <br />Juniper, Gambel's Oak, Rubber Rabbit Brush, Basin Big Sage, and/or Mountain Mahogany root stock to <br />meet this request. <br />Noxious weeds will be controlled as described in the Reclamation Plan (Exhibit Q. Currently, PLS has <br />utilized manual methods of control, which has proven effective. If future pesticide application is <br />required, PLS will acquire a Pesticide Use Plan prior to application. <br />To protect the applied growth media and seed, a narrow strip of rip rap/rocky backfill will remain from <br />the exposed rock directly west and upslope of the remaining affected land. In addition, the downslope <br />bench will remain to further act as energy dissipation. These controls will allow infiltration to minimize <br />erosional concerns. Additionally, the two track road leading to the eastern downslope of the quarry will <br />have access barricaded and will be scarified (if required) and reseeded following the above prescribed <br />seeding methods.
