The weather was warm, and the ground was dry. The air was hazy from the Hayden
Pass fire in western Fremont County. The July inspection entailed the recent work performed in the Magpie
Diversion ditch by an EFCI contractor (and confirmation that pipes were removed from the site), the MW -NW
road and road spur, the reclaimed Substation #2, and the subsidence repair area from 2012. Regarding the last
item, Dr. Corley (landowner) has indicated that there is an additional subsidence feature near the repaired areas.
This has been the subject of past inspections. Dr. Corley has indicated that the feature has increased in size.
HYDROLOGIC BALANCE - Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10;
Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
Where the seep structure in Magpie Diversion ditch was removed (on June 25, 2016 per Al Weaver), the channel
appears stable. No obvious sign of the seep was present in the ditch (no flowing water was seen).
GENERAL MINE PLAN COMPLIANCE:
EFCI has removed scrap pipe left over from removal of the seep structure.
RECLAMATION SUCCESS - Rule 4.15, Rule 3:
No erosion problems were seen with reclamation at Substation #2 or the road to it.
The reclaimed MW -NW road and the reclaimed spur off of this road were inspected. There is no erosion or weed
patches on these roads other than cheat grass on the spur.
Number of Partial Inspection this Fiscal Year: 1
Number of Complete Inspections this Fiscal Year: 0
Page 2 of 6
