This
exploration license will allow GCC to drill up to 23 exploration holes in order to test for
economically recoverable federal coal resources underlying private and federal lands located
near the existing King II coal mine in La Plata County, Colorado.
The exploration drill sites will be located on relatively flat and open ground and access to those
sites would be by existing county roads, two -tracks, and overland travel. The total surface
disturbance for the project is estimated to be approximately 5.3 acres. The project is expected to
occur over a period of approximately two months. Once exploration activities are complete, the
exploration holes would be plugged and the surface disturbances would be reclaimed.
The BLM prepared an Environmental Assessment (EA), DOI-BLM-CO-SO10-2014-0025, and
Finding of No Significant (FONSI) in order to document its analysis of the potential
environmental effects associated with the proposed coal exploration project. As documented in
the EA and FONSI, the BLM determined that the subject coal exploration project will not
significantly affect the quality of the human environment, individually or cumulatively with
other actions in the general vicinity of the project area. Therefore, preparation of an
environmental impact statement is not required for the project. This finding was based upon a
consideration of the criteria for significance, as described in the Council on Environmental
Quality's regulations, which implement the National Environmental Policy Act, at 40 CFR
1508.27.
On July 11, 2016, the EA, FONSI, and DR for the aforementioned coal exploration project were
posted to the BLM Tres Rios Field Office NEPA Register internet website located at the
following address:
http://www.blm.gov/co/st/cn/BLM Infonnation/nepa/TRFO NEPA.html
The EA, FONSI and DR are located and can be reviewed at the above website in the "Action
Number & Type" column identified by the project number SO10 2014-0025EA.
