Revegetation Success Demonstration <br />The areas included in this Phase III Bond Release Application have been shown to meet the <br />Phase III criteria as set forth by the "Guideline Regarding Selected Coal Mine Bond Release <br />Issues ", issued April 18, 1995 and Colowyo's current permit, Permit C-1981-019, Section 4.15. <br />Please see Appendix B for a detailed report on revegetation success. <br />C. Post -Mining Land Use <br />The post -mining land use of rangeland is identical to the premining land use, and is consistent <br />with surrounding areas. Colowyo has reclaimed these areas to specifically support both domestic <br />livestock and wildlife. These reclamation parcels plant life sustainably supports a large <br />assortment of various species of wildlife. Hundreds of elk, antelope and deer have been <br />observed on these areas, and many stay for the majority of the year. Small mammals and various <br />bird species, including sharp -tail grouse, are also thriving on these reclaimed parcels. Wildlife <br />grazing has been observed on these lands since reclamation occurred, and these reclaimed <br />parcels have provided a sustainable source of food since reclamation activities were <br />implemented. <br />Although domestic livestock grazing is a component of the reclaimed rangeland areas, to date no <br />domestic livestock grazing has been allowed on any of Colowyo's reclaimed areas. This activity <br />has not commenced due to a variety of safety and liability concerns, and compliance with other <br />(non -Division) regulatory requirements. Colowyo as the surface landowner of the areas being <br />applied for bond release expects to reestablish domestic grazing once appropriate areas of Phase <br />III bond release has been granted in these and adjacent areas, and other regulatory requirements <br />that Colowyo current operates under are relinquished to allow domestic grazing to occur. At that <br />time, appropriate fencing can be established, a grazing plan can be developed, and water <br />resources can be evaluated for livestock watering.
