o Transit Mix Concrete Co. <br /> Response: A Noxious Weed Management Plan has been included in Exhibit E. <br /> However,it should be noted that the state-listed noxious weed species mentioned <br /> were not necessarily widespread but often occur in specific areas of the area; some <br /> may occur only in lower elevation areas that are outside of the permit area. <br /> EXHIBIT K-Climate(Rule 6.4.11) <br /> General Conditions <br /> 183) Comment: The text states that the most distinguishing characteristic of the Colorado <br /> Springs climate is the frequency and intensity of thunderstorms during summer. <br /> According to weather records,this city is the most thunderstorm prone city west of the <br /> Mississippi River. The text then states that during summer,thunderstorms that drop an <br /> inch or two of rain in periods of under an hour are not uncommon. Given this <br /> information,is the proposed stormwater management plan designed to function properly <br /> during these frequent and intense rainfall events? <br /> Response: The stormwater management plan is designed to safely convey runoff <br /> from design storm events using storm depths calculated by NOAA. The storm <br /> events and designs will be included in Exhibit G. This information will be included <br /> in a revised permit submittal provided to CDRMS on or prior to July 22,2016. <br /> 184) Comment: The text describes another important climatological feature being the <br /> monthly distribution pattern of moisture, especially during the growing season. However, <br /> much of that moisture comes in quick and occasionally intense storms that exhibit heavy <br /> runoff and only moderate soil absorption. Once again, is the proposed stormwater <br /> management plan designed to accommodate these periods of heavy runoff?Additionally, <br /> is the proposed revegetation plan suitable for reclamation under these particular <br /> climatological conditions, including type of plant species? <br /> Response: The stormwater management plan is designed to safely convey the <br /> runoff from periods of heavy precipitation. The selected plant species are native to <br /> the area and are therefore well adapted to the climate conditions. <br /> Wind—Site Modifications <br /> 185) Comment: The text states that due to the potential for strong winds at the proposed site, <br /> consideration should be given to using moisture conserving techniques where conifers <br /> are to be planted. Please describe what moisture conserving techniques the applicant <br /> intends to implement. <br /> Response: All plants selected for reclamation are native species and are adapted to <br /> the project climate.
