Transit Mix Concrete Co. <br /> Figure 2—Surface Water Feature Location Map <br /> 173) Comment: This figure shows a seep area present south of Little Turkey Creek which <br /> appears to be approximately 350-500 feet from the creek. Are these natural seeps coming <br /> from the creek fault zone?Or are they coming from the adjacent bedrock?If they are <br /> coming from the bedrock, does this suggest that the bedrock water table is actually <br /> higher in elevation than estimated in this exhibit? <br /> Response: Discussions with the landowner combined with the rock outcrop in this <br /> area suggest the presence of these seeps. There appears to only be seepage flow <br /> during wet years and no flows have been seen during site visits from Norwest <br /> personnel. Norwest's interpretation is that these seeps are related to near surface <br /> flows during wet years and not related to an aquifer. <br /> 174) Comment: The seep area appears to be located just downgradient of the proposed <br /> topsoil stockpile area(TS 1). Of course,this is a more optimal situation compared with <br /> seeps coming from upgradient of the proposed stockpile. However,does the applicant <br /> anticipate any issues with accessing or stabilizing this stockpile due to the seeps? <br /> Response: A stability evaluation of the stockpiles (including TS1)is included in <br /> Exhibit 6.5. This evaluation considers the presence of near surface waters and <br /> demonstrates that a toe berm is required to maintain stockpile stability at a factor <br /> of safety of 1.5. Lower-bound published values were used for the stability <br /> evaluation to be conservative,and Transit Mix/Norwest postulate that site specific <br /> strength parameters of the stockpiled topsoil and surficial geology may result in <br /> decreasing or removing the toe berm. <br /> 175) Comment: Once the operation begins mining the South Pit, does the applicant <br /> anticipate any slope stability issues along the northern pit wall related to the seep area? <br /> Response: During mining of the South Pit this area will be mined out along with <br /> the upland area that is considered the contributing area. Since the area will be <br /> mined out, the seeps and their source are not expected to cause slope stability issues <br /> related to the pit walls. The pitwall evaluation included in Exhibit 6.5 demonstrates <br /> that the pitwall will be stable regardless of the presence of a seep in this area. The <br /> evaluation placed the water table at the surface to be conservative. <br /> EXHIBIT H-Wildlife Information (Rule 6.4.8): <br /> Threatened and Endangered Species <br /> 176) Comment: The text states that under U.S. Fish and Wildlife Service's(USFWS) <br /> direction, a second survey for Mexican spotted owl will be completed at the site in 2016, <br /> and further consultation with USFWS will occur after the survey to avoid or minimize <br /> Hitch Rack Ranch Quarry (M-2016-010) <br /> Response to Comments—July 14, 2016 <br />
