if a particular well remains in active use. This list of wells and water rights has not been verified
in the field to determine their exact location or to confirm if they still exist. This work will be
done when the Substitute Water Supply Plan for the Morton Site is prepared, which will include
the application for the well permit for this gravel pit and the notice requirement to well owners
within 600 feet of this site.
As required by the SEO, a gravel pit well permit will be obtained before mining for uses
pertaining to groundwater at the site. If the use of groundwater at the Morton-Holton site results
in material injury to surrounding wells, the operator of the site will take all necessary actions to
remedy the injuries.
100-Year Floodplain
Parts of the Morton-Holton Site lie within the 100-year floodplain and floodway of the
South Platte River. A floodplain use permit was obtained from Weld County before mining
commenced(see FHDP permits in the Appendix to this amendment application) .
Water Quality
Groundwater will be pumped and discharged directly to the South Platte River and Big Dry
Creek. An NPDES Permit(No. COG 501501)has been obtained from the Colorado Department
of Public Health and Environment for ground water discharges to the South Platte River. The
approved permit includes discharges of ground water to Big Dry Creek. This permit will remain
active while mining operations discharge groundwater into the South Platte River.
Runoff from disturbed areas will be managed to protect against pollution of either surface
or groundwater through the implementation of a site specific Storm Water Management Plan for
the Morton Site.
17
