As previously submitted to the Division, estimated annual consumptive uses associated with
Morton-Holton are expected to be as follows:
• Evaporative Losses=47.2 acre-feet
• Moisture Retained in Product= 58.9 acre-feet
• Dust Control =2 acre-feet
• Concrete Production= 10.3 acre-feet
Total = 118.4 acre-feet
Water Rights and Replacement Water
Replacement water is provided under Morton-Holton Lakes Substitute Water Supply Plan
(SWSP) approved by the SEO (WDID 0202616). The Applicant owns a portfolio of water rights
and may use any combination of the following to adequately make replacements at the site.
• 0.125 shares of Brighton Ditch(estimated consumptive use—23.5 acre-feet)
• Fulton Ditch water rights and storage owned by the Applicant
• Morton's irrigation well is covered under Central Colorado Water Conservancy District
augmentation plan and could potentially be changed to cover the depletions associated
with this project.
The Applicant will maintain a SWSP as long as there are groundwater depletions
associated with the combined Morton-Holton sand and gravel operation. If open surface water
areas remain at the end of reclamation, then a court approved augmentation plan will be applied
for before reclamation is complete.
Surrounding Water Rights
As previously submitted to the Division,Exhibit G-1 shows a map of all the decreed water
rights and permitted wells within 600 feet of the Morton site. The SEO tabulation database was
used to identify surrounding wells and water rights shown on the map. Exhibit G-2 is a list of
the decreed water right structures within 600 feet of the property boundary. Exhibit G-3 is a list
of the wells within 600 feet of
the property boundary. Although there may be other wells in the area, they are not registered or
permitted with the SEO. In addition, it should be noted that the SEO database does not indicate
16
