Overall, it appeared that the operator was <br />maintaining the roads in good working order: with the exception of items identified in the above <br />maintenance section of this report, (maintenance item A). <br />o No fugitive dust was being generated. <br />o The main access road and the road up to the refuse pile at King I appeared in recently graded. <br /> <br />SUPPORT FACILITIES- Rule 4.04: <br />o Volumes of coal at both stack tubes (#1 and #2) appeared to be contained in the designated areas. <br />o Haul trucks were being loaded and were waiting for loading with coal. <br /> <br />HYDROLOGIC BALANCE- Rule 4.05 <br />General Requirements 4.05.1; Effluent Standards 4.05.2; Divergence and Conveyance of Overland Flow <br />4.05.3; Diversions 4.05.4; Sediment Control Measures 4.05.5, 4.05.6; Discharge Structures 4.05.7; <br />Impoundments 4.05.9; Ground Water Monitoring4.05.13; Underground Mine Entry 4.05.10; Surface and <br />Ground Water Monitoring 4.05.13; Stream Buffer Zones 4.05.18: <br />o The King I West sediment pond appeared dry, the East pond held a small amount of water. The <br />King II sediment pond appeared dry. No evidence of seepage was observed on pond outslopes. <br />o The Clear Water ditches at King I and II appeared free of debris. <br />o No offsite impacts were observed at time of inspection. <br />o Observed hydrologic structures culverts, ditches, drop structures, sediment waddles and fences <br />appeared to be functioning adequatel y. Some had recently been cleared of debris and sediment and <br />new wattles had been placed at the substation and yard drops. <br /> <br />TOPSOIL - Rule 4.06 <br />Removal 4.06.2; Storage and Protection 4.06.3: <br />o Topsoil piles were adequatly marked as such. <br />o Vegtation cover on the King I and King II topsoil piles was observed. The piles appeared stable <br />with new growth, and adequately protected from erosion by wind and water. with the exception of: <br />1. maintenance item noted above (#1), where stockpiles require seeding. <br />See May 2016 inspection report for methods on treating Bromus tectorum, a class ā€œCā€ noxious week that <br />easily outcompetes favorable native plants. <br /> <br />EXCESS SPOIL and DEVELOPMENT WASTE - Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />o The King I refuse pile was leveled and graded. <br />o The refuse pile face appeared stable. <br /> <br /> <br />
