6.4.5 Exhibit E <br />Reclamation Plan <br />The site will be reclaimed to rangeland concurrently with mining in a rolling <br />progression across a mesa. As topsoil and waste rock/overburden are removed from <br />a working face, it will be placed on slopes and floors of the previously mined out <br />areas or stockpiled. Topsoil and waste rock/overburden stockpiles from the first <br />working face will be used to reclaim the mine floor and slopes of previous <br />disturbances. <br />Prior to revegetating, slopes will be reconstructed to 3H:IV and mine floor <br />contoured to blend with surrounding topography with blades and bull dozers. A <br />minimum of six (6) inches of topsoil will be placed on affected surfaces with scrapers <br />and loaders. Bulldozers may be used to compact slopes and blend topography with <br />undisturbed areas. Compacted surfaces in processing areas, under stockpiles and <br />haul roads will be ripped with a dozer fitted with a claw and/or roughened with a <br />tractor fitted with a harrowing disk. <br />Mr. Richard Rhoades of the Pueblo Office of the NRCS prepared a detailed <br />reclamation plan in 2001. He reviewed the plan on October 27, 2015, confirming it <br />is still an appropriate reclamation plan. Fremont will prepare the seed bed and <br />reclaim as described in the NRCS plan included in this exhibit. <br />Using the seed mix in Table 1, the affected area will be drill seeded. Spacing <br />will occur at twelve inch intervals to a depth of 1/2 to 1 inch. If broadcast seeded, the <br />seeding rates in Table 1 will be doubled. Native grass hay mulch will be applied at <br />the rate of 4,000 lbs/acre and crimped into the ground surface. The Turkey Creek <br />Conservation District, Noxious Weed Control Program representatives do not <br />recommend fertilizer application because it tends to stimulate growth of weeds at the <br />expense of native perennials. <br />Table 1: NRCS Recommended Seed Mix <br />Species <br />PLS/Acre <br />Blue grama <br />0.5 <br />Sideoats grama <br />4.1 <br />Switchgrass <br />0.7 <br />Sand dro seed <br />0.05 <br />Little bluestem <br />1.1 <br />All mining structures will be reclaimed including the haul roads and <br />stormwater diversion structures. No ponds or streams are on site. The only <br />structures are portable control vans and will be transported from the site at the end <br />of mining. No waste rock dumps, underground mine openings, or ditches are <br />anticipated at the site. <br />During final grading and seed bed preparation, where potential exists for <br />erosion and siltation of the affected land to areas outside the affected land, straw <br />wattles or straw bales will be placed at the interface. <br />8 <br />Edited May 31, 2016 <br />
