Doug Smith of Oxbow Mining accompanied the inspection. The weather was clear, dry and fine. <br />The status of the Elk Creek Mine, as far as the Division is concerned, is “Active” however no coal is being mined <br />and all activity at the site is focused on the early stages of reclamation. <br />The demolition contractors, Demco, still had 6 people left on-site, with work to break up concrete pads <br />continuing. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> All ponds were in good order and were holding a minimal amount of water. The ditches around the portal <br />bench had been cleaned. <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> There are no permitting actions in progress. The mine is currently being reclaimed in accordance with the <br />plan approved in the permit. <br /> <br />ROADS – Rule 4.03: <br /> The roads away from the main site were generally in reasonable condition, although those that are used <br />infrequently (like the road to GVB-LW3-02) were understandably more difficult to pass, with fallen rocks needing <br />to be cleared. The roads around the facilities were in good condition. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> The breaker building had been demolished and removed. The only remaining large structure to be <br />demolished was the loadout. There had been continued progress in the demolition of concrete pads.
