Cazier <br /> 03July2016 <br /> Re: CC/Victor Gold Mining Co. <br /> Cresson Project, Permit#M-1980-244 <br /> Dear Mr. Cazier: <br /> My name is Randall Stewart and I have owned property in Goldfield, CO since 1975. In <br /> January, 2016, I received a letter from Cripple Creek&Victor Gold Mining Company informing <br /> me that they had applied for an amendment(Amendment 11 to the Cresson Mine)to an existing <br /> Designated Mining Operation reclamation permit to conduct further mining and reclamation in <br /> Teller County. The proposed future land use was designated as being located in Township 15 <br /> South,Range 69 West, 6th Prime Meridian—which pretty much involved the entire area of <br /> Cripple Creek,Victor and Goldfield. <br /> I own the following properties: Block 82, Lots 4-9 & Lots 19-24; Block 83, Lots 18-21; City of <br /> Goldfield. I contacted CC&V Mining to inquire about the nature of the continued mining <br /> operations in Teller County because I was concerned about the impact of the Amendment on my <br /> land. In late January,2016,I received a response from Jane Mannon, Community Affairs <br /> Manager for CC&V Mining. She indicated in the correspondence that, in essence,the <br /> Amendment does not change mining activities in the area close to my property. She provided <br /> several maps with information about the Amendment. <br /> She referred to Account#R0001455 and Account#R0001467, explaining that the haul road to <br /> the west would see increased activity in the South Cresson area,however since my property is <br /> located about 1,000 feet from the haul road,the mining company does have a requirement for <br /> noise limits beyond their boundary. She explained that CC&V Mining was required to notify <br /> any property owner within 200 feet of the boundary of the pending application. The implication <br /> was clear that the only change I could expect to see form Amendment 11 would be increased <br /> traffic on the existing haul road. <br /> Sometime around March, 2016, I received another letter from CC&V Mining noting that <br /> Amendment 11 was being amended,however no other explanation or information regarding any <br /> impact on my land was included. The only location designated was again reference to Township <br /> 15 South, Range 69 West, 6th Prime Meridian. I was told that additional information could be <br /> had from the Division of Reclamation, Mining and safety, or a copy of the amended application <br /> was available at the Teller County Clerk,the City of Victor,in Woodland Park,or in Cripple <br /> Creek. I live in Reno,NV—it was not practical to go to Colorado and look at the amendment. I <br /> assumed that the information from Jane Mannon was truthful and that the only thing I needed to <br /> be concerned about was noise and dust from the haul road. <br />
