June 21, 2016 C-1981-008/New Horizon Mine BFB

Number of Partial Inspection this Fiscal Year: 9
Number of Complete Inspections this Fiscal Year: 4

Several musk thistle plants were in ditch C9 and need to be treated. Canada thistle was growing in several
locations by the pond 13 discharge and need to be treated (photo 4).

Several knapweed plants were growing south of pond 12 and need to be treated.

The repaired sink holes on the Benson East property looked really good. The hay was recently cut and bailed
except the repaired areas (photos 5 & 6). The irrigation side roll was in operation. Water was flowing across the
repaired areas as designed. There were a couple of very small areas (> 50 ft2) in the most western repair area
where water did not drain. Mr. Ferris said he was already looking into repairing them. There were no signs of
erosion.

The northern part of the former NE haul road also had good vegetation. The hay on the road area was recently cut
and bailed. Parts of the road was recently irrigated and there were no signs of erosion (photo 7). The eastern part
of the former haul road was planted to dryland pasture. The vegetation was not as dense as the northern part but
looked really good (photo 8). There were no signs of erosion on the road areas. Sediment control wattles were in
place around the former stockpile areas. Some small rills were noted on the eastern side of the former stock pile
areas. There was one spot on the south side of the former topsoil pile F where the sediment overtopped the wattle
(photo 9). This area needs to be repaired.

In the drainage channel south of the former topsoil stockpile F, a few tamarisk saplings were seen. Mr. Ferris
removed the saplings but the area should be monitored due to the persistence of tamarisk.

Several halogeton plants were growing on the reclaimed haul road in the dryland area (photo 10). This plant is on
the noxious weed list and needs to be treated.

The first cutting of the Morgan property was completed and Mr. Morgan and Ms. Turner were happy with the
results. Ms. Turner stated that the triticale planted last year as a green manure crop is being more persistent than
expected.

SIGNS AND MARKERS – Rule 4.02:
Permit boundary signs and markers were in place between ponds 13 and 12.

TOPSOIL – Rule 4.06
Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4:
Vegetation was sprouting on topsoil stockpile 4. Several annuals including kochia, tall mustard and
Russian thistle were the dominant species, but desirable grasses were sprouting in the understory.
