Frank Ferris of Western Fuels, Colorado (WFC) was present for the entire <br />inspection. The weather conditions were clear and hot. The temperature was approximately 95F and the ground <br />was dry. <br />BACKFILL and GRADING – Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> A small area on the Morgan field, approximately 150’ in diameter had settled. Mr. Morgan repaired the <br />low spot by adding approximately 1 foot of A Lift soil from the A stockpile. The area was then reseeded with <br />alfalfa (photo 1). <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> On the north west corner of the Morgan property, a small rill had formed under the erosion wattle. Mr. <br />Morgan repaired the rill. Irrigation water was flowing across the field to the rock drop structure installed at the <br />lowest point. The water slowly flowed through the wattle and into the rock cage as designed (photo 2). No soil <br />was being lost. Soil was also added to repair rills by the irrigation supply line low point valve (photo 3). <br /> <br />The area for pond 16 had been staked in preparation for construction. <br /> <br />Pond 13 contained water and was discharging. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3:
