The inspector checked in with mine personnel at Foidel Creek <br />Mine prior to heading onto the Seneca II West property. The inspector checked out when leaving the property via <br />telephone. <br /> <br />The mine is a reclaimed surface mine with no mine personnel on the mine property regularly. Operations at the <br />mine are mostly limited to maintenance, monitoring, and grazing activities. <br /> <br />The weather was warm and overcast. The mine site was dry. The area has been receiving isolated afternoon <br />storms recently. <br />FISH and WILDLIFE – Rule 4.18: <br /> A bull elk was observed, in velvet, at the top (north east side) of Pit 1. The elk ran into the undisturbed <br />area near former topsoil pile AAA when it saw the inspector. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Pond 006 was discharging. Effluent was clear. Material from the South of Pond 6 slump was not <br />interfering with the operation and function of the pond. Several small clumps of soil have tumbled down to the <br />pond edge, but had not reached the pond or the emergency spillway. The oil boom at the riser is becoming <br />decrepit. SP, LLC may consider replacing or removing this boom. <br /> <br />Pond 016 was holding a clear pool of water and discharging. The inspector did not observe the flume during this <br />inspection.
