The site is a mostly reclaimed inactive train <br />loadout. All buildings have been reclaimed and no operator remains on site. The operator representatives are <br />located at the Twentymile Coal Mine located several miles south east of the load out. The weather was hot and <br />d'y. <br />FISH and WILDLIFE — Rule 4.18: <br />No livestock were being kept on the reclaimed areas. Several mule deer was observed browsing north of <br />the rail loop. Red -wing blackbirds, and Western meadowlark were active within the load out site. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Impoundments 4.05.6, 4.05.9: <br />The truck loop pond was holding a pool of water. The water elevation was approximately 3 feet below the <br />discharge elevation. Cattails are becoming established along the southern bank of the pond. Houndstongue and <br />Dalmation toadflax are becoming established on the southern inslope of the pond as well. Weed control is <br />important at these early stages of weed establishment. HGT needs to implement weed control measures. <br />The rail loop pond was dry. A thick stand of grass had established in the bottom of the rail loop pond. Weedy <br />species were not observed on the embankment or inslope of the Rail loop pond. <br />ROADS — Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The Tie Across Haul Road (TAHR) was in good repair. The road was graded. Ditches and culverts were <br />in good repair. Noxious weed establishment along the haul road was minimal. The operator is in discussions with <br />Routt County regarding transferring the TAHR to the County.
