Aggregate Industries – WCR, Inc.
Page 3
June 26, 2016

6.4.6 EXHIBIT F - Reclamation Plan Map

10) The Reclamation Plan Map must include all features that will remain after mining. Please include
the following on the Reclamation Plan Map:
a. Agridrain
b. the rundown channel for the agridrain
c. the rundown channel for the permanent groundwater mounding mitigation plan

General Questions and Comments

11) The revised reclamation plan map, contains two new features that have not been
incorporated in previous permitting actions; the emergency spill way and the reservoir
outlet pipe. These two features are not direct responses to the Division’s adequacy review
questions. Therefore pursuant to Rule 1.8.1(4) the office has determined that the emergency
spill way and the reservoir outlet will need to be incorporated in to the approved permit as
a technical revision to the application in review. Please submit the technical revision to
the application in review as required by Rule 1.8. The technical revision will not be filed
until the Division receives proof of filing with the county clerk and recorder. The technical
revision to the application in review will open the public comment period for 20-days for
commenting agencies and interested persons. Commenting agencies and interested
persons can only respond to items being added in the technical revision, not any other
portion of the application. Therefore the decision deadline will be rescheduled and the
112c Amendment application No.1 with objections will be herd at a subsequent Board
hearing. Please note that there is no fee for a technical revision to an application in review.
In the technical revision please provide enough information; design drawings and
specifications, ect., so that the emergency spill way and the reservoir outlet pipe can be
reviewed for compliance with Rule 3 and Rule 6.
The decision deadline on AM-01 is June 29, 2016. If additional time is required to respond to these
adequacy issues please submit a written request for extension of the review period. The Division reserves
the right to further supplement this document with additional adequacy issues and details as necessary.

If you need additional information please contact me at the Division of Reclamation, Mining and Safety,
1313 Sherman St., Room 215, Denver, CO 80203, by telephone at 303-866-3567, extension 8131, or by
email at Tyler.ODonnell@state.co.us.

Sincerely,

Tyler O’Donnell
Environmental Protection Specialist

cc: Wally Erickson, DRMS
