Aggregate Industries – WCR, Inc.
Page 2
June 26, 2016

h. In conjunction with Exhibit I - Soils Information, Subsection 6.4.9, soils information may
be presented on a map in this section;

6.4.5 EXHIBIT E - Reclamation Plan

1) Clarification on the revised proposed permanent groundwater mounding mitigation plan:

a. Please provide detailed drawings (both profile and plan view) of the headwall and the
excavation infront of the headwall into the native grade. Please include:
i. Rip rap size specifications
ii. Grading specifications (horizontal to vertical ratio)
iii. General dimensions of the excavation and riprap around the headwall
iv. Will the rip rap in front of the headwall be grouted?
v. Will there be any specified bedding material underneath the Riprap in front of the
headwall?

b. Per the specifications on sheet C-200 it appears that the headwall excavation will have final
slopes of 2H:1V. Pursuant to Rule 3.1.5(7) all slopes 5 feet above to 10 feet below the
expected water line shall be not steeper than 3H:1V. Please revise the plan to have slopes
no steeper than 3H:1V.

c. On drawing C-200 D, for the Riprap Dissipation Basin please specify the following:
i. Size of rip rap to be used,
ii. Grouted rip rap or not,
iii. Thickness of placed rip rap,
iv. Type of bedding material?

d. Due to the past observations of blockages of the agridrain and the temporary groundwater
mounding mitigation plan, please provide a design to prevent the pipes from becoming
clogged with debris.

8) It appears that the revised proposed permanent groundwater mounding mitigation plan will have a
lower invert pipe elevation than the agridrain as approved under TR-02. Will the agridrain be
installed at the same invert elevation as the revised proposed permanent groundwater mounding
mitigation plan?
a. When will the agridrain be reinstalled?

9) Please commit to submitting to the Division within 60 days of completion of the permanent
groundwater mounding mitigation plan, a certification created by a qualified engineer certifying
that the permanent plan has been constructed to the required; design, compaction, and
specifications approved through AM-01.
