This application is to implement incremental
bonding for the site, based on the phased nature of the operation. The Table 1 below shows the
current disturbance on site in terms of the phases shown on Exhibits C-2 and F in the currently
approved permit.
Table 1— Status of Operation Phases
Phase Activity Disturbed Area (acres)
is _ Previous minirLarea — T l - TT— _ _ , <1 acre
2 Current minina area 16.4 acres4
3AProduction Area (no mining) ;_20.7 _
36 Undisturbed 24.34
All mining activity, regardless of phase, is limited to 1000 feet of unbackfilled highwall. Therefore,
the maximum possible backfilling needed is that required to take a vertical slope to 3H:1 V for a
height of 25 feet, and along a distance of 1000 feet. The topsoiling requirements of the site area
based on a combination of this 1000 feet, and the ancillary disturbed areas in the worst case
scenario.
As shown in Table 1, no ground water has been exposed in the largest planned mining area (Phase
3A), therefore, the worst case reclamation scenario is the current situation on site: Phases 113 and 2
must be dewatered to complete reclamation. No ground water can be exposed in Phase 3A until
Phase 2 reclamation is complete. Western Slope Materials will provide DRMS with a status of each
mining phase in the annual report it tiles. This status will include the disturbance area within the
phase, whether or not groundwater is exposed/pumped, and what revegetation has been completed.
