TRI-STATE GENERATION AND TRANSMISSION ASSOCIATION, INC.
HEADQUARTERS: P.O. BOX 33695 DENVER, COLORADO 80233-0695 303-452-6111
June 21, 2016
Mr. Brock Bowles
Environmental Protection Specialist
Colorado Division of Reclamation, Mining and Safety
1313 Sherman Street, Room 215
Denver, CO 80203
RE: New Horizon Mine
Permit No. C-1981-008
MR -100 Adequacy Review
Dear Mr. Bowles:
RECEIVED
* JUN Z 2 2M
pN&oN OF REUAliA"
All
L\
;
Tri-State Generation and Transmission Association (Tri-State) has received your adequacy review letter for
MR -100, dated June 14, 2016 and provides the following responses to your comments on behalf of the Elk
Ridge Mining and Reclamation, LLC New Horizon Mine.
1. Map 3.02.2-2 Current Bond Release Status New Horizon #1 and #2 Mines is being requested for
removal. While the information on this map is mostly outdated and is not required by the Rules, this is
the only map in the current permit that shows the location of the remaining NHI acres. The Division
requests that this map remain in the permit until the NHI acres are removed through the bond release
process.
Response: The change of index sheet has been updated to reflect that the request to remove Map
3.02.2-2 has been deleted.
2. Map 3.02.2-10 Mount Nucla Out of Pit Stockpile is being requested for removal. The Division does
not have this map on file as being in the permit but does have Map 3.02.2-9 BB Detour Road Fill and
Topsoil Stockpiles. Both of these maps are no longer relevant because the structures no longer exist
and will be removed from the permit files.
Response: The change of index sheet has been updated to request that both Map 3.02.2-9 and 3.02.2-
10 be deleted from the PAP.
Also included with this adequacy response package is a change of index sheet to ease incorporation into the
permit document and materials revised in response to your adequacy comments. If you have any questions
regarding the enclosed adequacy review responses, please contact Tony Tennyson at (970) 824-1232 or
ttennyson (a)tristategt.orQ.
Environmental Services
DJC:JS:dbr
Enclosures
AN EQUAL OPPORTUNITY/ AFFIRMATIVE ACTION EMPLOYER
A Touchstone Energy' Cooperative
Sincerely,
C.
Daniel J.
