PERMIT #: M-1979-216 <br />INSPECTOR’S INITIALS: TC1 <br />INSPECTION DATE: June 16, 2016 <br /> <br /> <br />Page 3 of 7 <br />covered by a Division mine reclamation permit. However, given the expected Succession of Operator <br />application, Fremont County should make sure the new Operator is aware of the current reclamation liability <br />for the Union Hill permit. A stockpile of milled and broken asphalt (see Photo 2) was observed near the west <br />boundary of the pit. Mr. Rife stated the milled material was from County projects, but not the broken asphalt. <br />Culverts from County projects were also observed (see Photo 4). <br /> <br />Reclamation – The north side slope (see Photo 5) and a portion of the east end of the south slope (see Photo 3) <br />show fairly well established vegetation on near 3H:1V slopes. Tire tracks were observed on some of the <br />reclaimed (and unreclaimed) slopes, probably from the vehicles observed at the adjacent City of Florence <br />shooting range. A few small piles of earthen material (likely from offsite, and not placed by the County) were <br />observed. The Division recommends Fremont County Place a gate and/or barriers to limit access to the site. <br />Mr. Rife talked about possibly placing large boulders left over from the mine operation as a barrier. A topsoil <br />stockpile was observed in the NW area of the permit. <br /> <br />Environmental – A small number of tamarisk were observed in the access road cut between the Dist No 2 and <br />Union Hill pits (see Photo 6). It is unclear at this time whether these noxious weeds are in the Union Hill pit, the <br />Dist No 2 pit or both. The number of plants is insufficient to warrant citing them a s problem, but the County <br />should begin treating them immediately to avoid a future infestation. <br /> <br />Records: <br /> Revisions: None. <br /> Commitments/Stipulations: None. <br /> Other Records <br />a) The total permitted area is 9.89 acres. <br />b) The previous inspection was performed on 8/16/2011. No problems were cited. <br />c) The anniversary date is January 20. Annual reports and fees are current through 2016. <br />d) The post-mine land use is industrial/commercial. <br /> <br />Bond: <br />As this is a county operated pit, no bond is required. <br /> <br />Summary and Recommendations: <br />1. The boundaries between the Union Hill and Dist No 2 pits should be better clarified and marked prior to <br />submitting a succession of operator application for the Union Hill permit. <br />2. The NW boundary corner should be marked and some means of restricting access on the west side of the <br />pit should be implemented. <br />3.
