PERMIT #: M-1979-216
INSPECTOR’S INITIALS: TC1
INSPECTION DATE: June 16, 2016

OBSERVATIONS

This inspection was conducted as part of the regular monitoring program. The Operator (Fremont County) was
represented by Mr. Sterling Rife who was present for the inspection. The east permit boundary is shared with
the west permit boundary of another Fremont County operated pit (M-2000-056 / Union Hill Gravel Pit) which
was inspected at the same time. A separate inspection report will be generated for the Union Hill Gravel Pit.

The Dist No 2 Gravel Pit site entrance is located approximately 0.5 miles north of Florence off Hwy 67. This is a
110c gravel mine. It was not operating at the time of the inspection.

Inspection:
Markers & Boundary – A mine permit sign was displayed both at the gate (see Photo 1) and the site entrance
(see Photo 2). Permit boundary markers were observed on the SW, SE (see Photo 3) and NE corners. The NW
corner could not be located. The attached map (Figure 1) shows the location of the boundary with respect to
the Union Hill Gravel Pit. The red line on Figure 1 was taken from the GIS map for the Dist No 2 pit emailed to
the Division on June 16, 2016 (Attachment 1). The green boundary for the Dist No 2 pit was approximated using
the Exhibit C submitted with the original application showing the east boundary coincident with the PLSS section
line between sections 15 and 16 (see below). The yellow boundary depicts the Union Hill boundary as shown in
the M-2000-056 application maps. The red line on Figure 1 is not north-south as it would be if it was coincident
with the section line as shown below. This discrepancy should be clarified prior to the anticipated Union Hill
permit transfer.

Mining Plan – As can be seen from the shaded area on the attached Fremont County GIS map, it appears some
of the mined area has occurred in the Union Hill pit . This is not a problem as it has occurred within an area
Section line
