The DRMS was unable to locate the referenced section in either this application or, <br />the revised page schedule submitted. Please submit this section to the DRMS along with an <br />updated revised schedule. <br />19. Please include all referenced tables, figures and data from other permits, e.g. New Horizon #1 <br />and #2 and submit to the DRMS as revised pages for, the appropriate permit sections. <br />20. Please inform the DRMS if NPDS 001 and SW -N3 were sampled for, TDS and flow after 2000. <br />Also, explain the rational for, only averaging through the year 2000 if these monitoring sites <br />have been sampled since 2000. <br />Rule 4.05.2 Water Ouality and Effluent Standars <br />This is a review of Rule: 4.05.2(1 -8); Conducting activities to minimize and prevent disturbance to the <br />prevailing hydrologic balance. <br />Review of Permit Section 2.05.6(3) (Protection of the Hydrologic Balance) and Appendix 2.05.6(3)-3 indicates <br />that NHN has established drainage systems, including sediment ponds, to meet the applicable State and Federal <br />water quality requirements for, downstream receiving waters. No alluvial valley floors have been identified at the <br />site. <br />The requirements of Rule 4.05.2 are adequately addressed with the exception of: <br />♦ DRMS found no mention in this application as to how sediment ponds, diversions and other treatment <br />facilities were to be reclaimed. <br />21. Please direct DRMS to the section of the permit treating this topic or, prepare revised pages to <br />the reclamation plan detailing this information. <br />Rule 4.05.3 Diversion and Overland Flow in Small Watersheds <br />This is a review of rules 4.05.3(1-7) associated with diversion location, design, construction and reclamation. <br />This section of the rules is adequately addressed in the permit. <br />♦ However, please see above for, DRMS comment #21 on reclamation of diversions. <br />Rule 4.05.4 (1-4) Stream Channel Diversions and Channel Reconstruction <br />This is a review of rules associated with the design, construction and reconstruction of stream channel diversions. <br />Map 4.05.18-1 illustrates the temporary haul road crossing of a wetland associated with Meehan Draw and <br />constitutes a variance request. This section of the rules is adequately addressed in the permit with the <br />exception of: <br />22. The DRMS requests that NHN demonstrate what permitting may be required by the Army Corps <br />of Engineers (USACE) for, construction of the temporary crossing at Meehan Draw. Please <br />submit to the DRMS the final conclusive correspondence regarding this topic between NHN and <br />the USACE. <br />23. Also; please submit to the DRMS a narrative on how the disturbance will be reclaimed when the <br />structure is no longer required or, cite permit section describing appropriate reclamation <br />practices. <br />New Horizon North Permit Revision PR1 Prepared by: R.
