2 <br />2.04.5 General Hvdrologv Description <br />This is a review of the permit requirements for, mapping and describing baseline surface water characteristics <br />including water quality and quantity. <br />The permit as per section 2.04.5 and associated Map 2.04.5-1 adequately addresses this section of the rules. <br />2.04.7 Hydrology Description <br />This is a review of the permit requirements for, describing and monitoring surface water the characteristics. <br />The permit as per section 2.04.7 (Hydrology Description), Appendix 2.04.7-2 (Water Quality Monitoring Data) <br />and associated Map 2.04.7-1, adequately addresses this section of the rules, with the exception of. <br />1. Please demonstrate that flow duration curves of 1965 for, the San Miguel River at Naturita adequately <br />predict flow conditions in 2016. <br />2. Table2.04.7.4 is difficult to read at the font size used. This problem will only be exacerbated when <br />ingested into the DRMS document storage system and subsequently reproduced. Please provide a more <br />legible copy at an enlarged font. <br />3. As per page 19 of section 2.04.7 historic water flows indicate values for, certain water quality parameters. <br />Please compare the values for, the water quality parameters cited and based on historic flows with values <br />for, the same water quality parameters in 2016. Are the values over time similar or, different? <br />4. As per page 19 of section 2.04.7: as of 1957 approximately 15,000 acres were actively irrigated between <br />Placerville and Naturita. Please demonstrate that: <br />a. Irrigated acres remain at or, near 15,000 <br />b. The referenced 1965 water budget and associated TDS contribution for, this vicinity remains <br />representative of 2016 conditions <br />5. Please direct the DRMS to the section in the permit document where abandonment or, suspending water <br />monitoring sites are discussed and documented. <br />6. Please cite in section 2.04.7 of the permit document either the section where abandoned and suspended <br />water monitoring sites are discussed or, the TR (Technical Revision) that approved the termination of the <br />monitoring sites. <br />7. Table 2.04.7-5 is difficult to read at the font size used. This problem will only be exacerbated when <br />ingested into the DRMS document storage system and subsequently reproduced. Please provide a more <br />legible copy at an enlarged font. <br />♦ It is not clear from the maps in the PRI application package where ditches, culverts and ponds <br />intersect. It seems likely that Map 2.05.3(4)-1 was intended to fill this requirement, however it <br />appears that there is some confusion with this map and post mining topography. <br />10. Please either prepare a map that shows all these structures and associated watersheds and watershed sizes <br />on one map, e.g. update map 2.05.3(4)-1 and resubmit or, indicate to DRMS what map exists illustrating <br />this information. <br />11. Also, please submit to the DRMS a culvert table calling out culvert names and sizes. <br />12. Map 2.04.7-1 shows monitoring locations and their elevations. Elevations are difficult to determine <br />because of overlapping text or, symbology. Please as per Rule 2.10: <br />a. Make sure text and symbology are offset from one another <br />b.
