The weather was mostly clear, <br />and the ground was mostly dry, but there was mud in places as a result of heavy rain prior to the inspection. Most <br />notably a heavy storm occurred on June 5, 2016; NECC staff indicated that approximately 1.5 inches fell in less <br />than an hour. <br /> <br />The areas inspected included: <br /> The remaining reclamation site, which is a former exhaust shaft pad, access road, and small surrounding <br />area (total of 1.2 acres). <br /> The grassland reference area that is approximately one-half mile southeast of the reclamation site. <br /> <br />The inspection was an oversight by OSM, both for the overall complete inspection and for the special focus topic <br />of Vegetation Reference Areas. OSM participants included Christine Belka and Alexis Long. <br /> <br />FISH and WILDLIFE – Rule 4.18: <br />In the upgradient diversion ditch, there is wire (likely from fencing) that is stuck in the ground and should be <br />removed from the site to avoid harm to wildlife. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />No erosion was seen in the upgradient diversion ditch, and the lower portion (which was recently reconstructed) <br />was stable. <br /> <br />The straw bales on the north side of the site are retaining considerable sediment after the large storm on June 5th.
