Twentymile Coal, LLC. <br />Page 2 <br />June 14, 2016 <br /> <br /> <br />Task 181 – Sealing Shafts and Openings, was re-evaluated. There was a concern regarding the steel <br />strapping costs listed in the CIRCES task sheet dated 2/19/2016. This entire task was re-evaluated and <br />updated to better account for the cost of sealing the various shafts and openings at the site based on the <br />approved operations and reclamation plan(s) outlined in the permit in section 2.05. This resulted in a <br />reduction in cost associated with this task. <br /> <br />Task 182 – Borehole and Monitoring Well Sealing, was re-evaluated for consistency in equipment costs <br />and the coreholes associated with the Wolf Creek Reserve added from MR280 were reviewed and <br />updated as necessary. Please see the task sheet for details. <br /> <br />Drill seeding costs were also discussed during the informal conference. Originally, the Division utilized <br />the drill seeding costs from the 2015 RSMeans Site Work and Landscape Cost Data book. As that cost <br />seemed too high, a survey was conducted of various reclamation contractors throughout the State to <br />estimate the cost of drill seeding. Based on the survey, the Division found the average drill seeding cost <br />to be $232.00 per acre. Task 185- Rangeland Area Seeding, was updated utilizing this lower drill seeding <br />cost. <br /> <br />Lastly, there was a concern regarding the number of hours a Job Superintendent needed to be on site for <br />the reclamation. During the 2013 RN6 cost estimate, it appears the Division utilized 25% of the total task <br />hours. After reviewing this issue, it is unknown why the cost of a job superintendent was only applied to <br />25% of the total hours estimated for the project in 2013. Given this, I conducted an analysis of the <br />reclamation project to determine what tasks could be done simultaneously to determine the net job hours <br />the job superintendent would be required to be on site. Based on this analysis, it appears the job <br />superintendent would have to be on site for about 33% of the total job hours. The indirect cost was <br />adjusted. <br /> <br />Since the informal conference, there have been four revisions approved that increased the liability at the <br />site (MR294, MR295, MR296 and MR297). The tasks associated with these revisions were incorporated <br />into the enclose cost estimate. The Division would like to finalize the bond adjustment and issue a <br />proposed decision by June 23rd, 2016.
