La Plata County Public Works Dept. <br />Submitted a series of comments, the most recent of which is dated December 10, 2015, August 20, 2014 <br />and July 14, 2014 (combined into one Attachment 44) and the following updated comments a subsequent <br />email dated October 22, 2014: <br />"Public Works/Engineering has reviewed the attached letter amendment [to allow truck traffic to travel <br />south of CR 120] from Roadrunner DS, LLC, dated October 15th, 2014, to the GCC Energy, King II <br />Traffic Impact Assessment dated June 10, 2014 and are in agreement with the findings and assumptions. <br />We therefore approve the attached amendment as submitted. Let me know if you have any questions or <br />require additional information. " Jim Davis <br />And subsequent email received November 25, 2014: <br />"I am fine with the amendment to the Traffic Impact Analysis Roadrunner submitted [November 14, 2014] <br />for GCC addressing the water hauling from the south. The only concern I have would be if for any reason <br />GCC was unable to secure on-site water in a year or two and this hauling turned into a long term <br />operation. Not sure if we can address this with a stipulation, and if we can perhaps it would stipulate that <br />if off-site water hauling is required beyond December 31, 2017, the applicant shall re-evaluate the <br />potential impacts associated with long term water hauling, and work with the county to mitigate and <br />address any public safety issues identified. Otherwise, we are good to go. Let me know if you require <br />anything else. " Jim Davis <br />Staff comment: Limitations on the duration and route of water hauling have been incorporated into this <br />report and as a finding for staff's recommendation. <br />9. La Plata County Weed Manaeer <br />Submitted the following comments in an email dated January 13, 2016: <br />"Weed survey pending start of growing season " Rod Cook <br />10. La Plata Electric Association <br />Submitted the following comments in an email dated January 18, 2016: <br />"La Plata Electric Association, Inc. has no objections to the proposed project, provided that all structures <br />meet or exceed the minimum clearances to power line facilities as set forth in the current edition of The <br />National Electrical Safety Code, and also provided that no structures are located on any LPEA <br />easements, underneath any overhead power lines or on top of any underground power lines. San Juan Basin Health <br />Submitted comments in an email dated October 22, 2014 (Attachment 45) and the following updated <br />comments a subsequent email dated October 22, 2014: <br />"Daniel: We agree that our proposed Condition 44 should be revised to read as: <br />4. GCC Energy shall provide water usage flow meter documentation to San Juan Basin Health <br />Department upon written request by SJBHD. Thank you " Greg Brand <br />And the most recent email received January 6, 2016: <br />"Upon reviewing the updated project narrative for GCC Energy King II Class II, SJBHD comments <br />remain the same (see attached email dated October 30, 2014). Also attached, please find the water usage <br />projection, prepared by Stoner Engineering and Surveying, that addresses the total number of employees <br />respectively; --165.
